Notification on Reiterating the Strict Implementation of the Five ‘Must Check’ for Inbound Dangerous Goods

Customers,
According
to the relevant laws and regulations including the Management Measures of
Shanghai Municipality for Hazardous Chemicals, the Notification on Further
Strengthening the Management of Road Transport, Cargo (Hazardous Chemical)
Storage and shipment in Road Transportation in Shanghai" (hereinafter
referred to as the Notification), and the Rules for Road Transportation of
Dangerous Goods (standard number: JT/T 617), as well as the management
requirements from the supervisory units, PACTL and PACTL WEST hereby solemnly
emphasize that the consignees (cargo agents) must strictly comply with the
requirements of the laws and regulations above when picking up inbound
dangerous goods. During
this process, PACTL (including Hongqiao Terminal) and PACTL WEST's
qualification review on personnel and vehicles includes but is not limited to:
(1) Information about dangerous goods transporting
vehicles;
(2) Driving certificate for dangerous goods transporting
vehicles;
(3) Certificate for dangerous good escorting;
(4) Certificate for road transportation practitioners;
(5) Road Transportation Certificate of PRC.
At
the same time, the Notification requires carriers to submit an "electronic
waybill" as per relevant regulations before transporting dangerous goods
(dangerous chemicals). The name of the dangerous goods (dangerous chemicals),
UN number, CAS number, and full names of the shipping and receiving entities
should be filled in on the submitted waybill in a standardized manner. The
electronic waybill produced by the carrier should be carried on board and
properly kept by the driver.
